If you're able to score headshots at closer ranges, the SAW or really any low recoil weapon can work well while still allowing you to engage over long range. I'm not a huge fan of CQC specialized weapons now that I can aim, but when I was new I loved them. Mauler should work fine if you're on a budget. Jackhammer would be my go-to shotgun for Heavy, though I haven't used it since the changes. Either NC SMG is fine, most players seem to prefer the Cyclone though. If you're talking about indoor combat an SMG or Shotgun can work well. Depends on what you call close quarters and your playstyle.
